WebSocket connection failed: Error in connection establishment: net::ERR_CONNECTION_REFUSED

Hi,

I'm trying to set up red5pro on an AWS linux instance. I've set up SSL and I'm trying to broadcast a stream with red5pro's default web app. The website is at https://dlmsstreaming.ca/live/broadcast.jsp?host=35.182.225.122. SSL seems to be running correctly. When I try and connect to run stream I get the error message in chrome:

WebSocket connection to 'wss://dlmsstreaming.ca:8083/live?id=Test' failed: Error in connection establishment: net::ERR_CONNECTION_REFUSED

Any advice on where I've gone wrong and the source of my error would be greatly appreciated.

AWS security group:

Protocol: TCP, Port Rancge: 8083, Source: 0.0.0.0/0, ::/0 Description: Secure websockets for RTC

 

In log/jsvc-service.log  I see
